6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
The Great Lakes Maritime Initiative (GLMI) aims to position the State of Michigan as a national leader driving America’s once-in-a-generation maritime revitalization - an effort that demands bold vision, decisive leadership, and transformative innovation. This $2.5 million, five-year strategic initiative leverages state funding to establish a new University-Industry partnership model. Developed across five mutually-reinforcing pillars, each supporting an interdisciplinary joint industry project, this proposal will jump-start the implementation of Michigan’s maritime strategy. GLMI specifically targets supporting Michigan’s existing industrial base while also encouraging overseas investment and engagement within Michigan on maritime supply chain and shipbuilding activities. This appropriations request will serve my district by better enabling and better leveraging Michigan's M3 initiative, started under the MEDC for shipbuilding, which is located at Macomb Community College. Additionally, my district serves as home to the arsenal of democracy. By leveraging the University of Michigan's world-class naval architecture school, we can drive more meaningful business to Michigan and, in particular, the arsenal of democracy.
