6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Schoenherr Road Bridge Funding Request: Schoenherr Road is a critical north–south corridor providing essential access through Shelby Township and across Macomb County. Reconstructing and widening this roadway will improve traffic flow, reduce congestion, enhance safety for motorists and pedestrians, and improve access for emergency services. Project Overview The Schoenherr Road improvement project extends from 23 Mile Road to 26 Mile Road and will be constructed in two phases: • Phase One (2027): 23 Mile Road to 25 Mile Road • Phase Two (2029): 25 Mile Road to 26 Mile Road, including reconstruction of the bridge over the Middle Branch of the Clinton River The project addresses current and projected traffic volumes, multiple vehicle conflict points, deteriorating pavement and bridge conditions, and documented safety concerns. It has been identified as a priority by Shelby Township and local stakeholders. Bridge Component and Funding Need The Schoenherr Road Bridge over the Middle Branch of the Clinton River is a critical element of Phase Two and is required to complete the full 23–26 Mile Road corridor. The bridge is designed to support a five-lane roadway with sidewalks on both sides, allowing for future expansion. While the roadway will initially operate as three lanes, constructing the bridge to five-lane standards now avoids costly future reconstruction and ensures long-term capacity and safety. Due to its length, lane capacity, and pedestrian accommodations, the Schoenherr Bridge is significantly more expensive than nearby two-lane bridge structures. • Total bridge cost: $6,784,000 • Cost share: 50/50 between the Macomb County Department of Roads (MCDR) and Shelby Township • CDS request: $3,000,000 to cover Shelby Township’s share Without additional funding for the bridge, the segment of Schoenherr Road between 25 Mile Road and 26 Mile Road cannot be completed. The project leverages substantial federal funding to minimize local costs: • Phase One: $9.2 million total, including $7.9 million in federal funding • Phase Two: $13.1 million total, including $6.5 million in federal funding Remaining costs are shared between MCDR and Shelby Township. LDS funding for the bridge will allow Phase Two to proceed and ensure completion of the entire corridor. Conclusion
