6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Funding will support critical infrastructure modernization and capital improvements to the Samaritan Center. $500,000 to address critical repairs to the cooling towers and $700,000 to address significant roof repairs and structural deterioration. The purpose of this project is to ensure the continued safe and uninterrupted operation of the Samaritan Center, immediate campus-wide capital improvements are required across the 27-acre facility. These upgrades address critical infrastructure systems that directly impact public safety, regulatory compliance, accessibility, and operational continuity for more than 90+ nonprofit providers, and the over 150,000 Detroit residents served annually. The project aligns with state priorities related to economic development, health equity, workforce readiness, and place-based community revitalization. Investment in the Samaritan Center will preserve a proven, integrated service model that improves health, economic opportunity, and long-term stability for Detroit families.
