- 6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
- The projects identified herein are informed by a Road Safety Audit (RSA) performed in 2025 for the corridors of Carpenter (Washtenaw Ave. to Ellsworth Rd.) and Packard (Carpenter Rd. to Golfside Rd.) Roads. The Southeast Michigan Council of Governments (SEMCOG) retained WSP Engineering to facilitate the RSA for these two (2) road segments. The RSA was commissioned to identify safety concerns in each corridor, particularly as they pertain to vulnerable road users (youth, older persons, cyclists, pedestrians, etc.), and to provide actionable recommendations for enhancing safety and accessibility. The study area has several significant activity generators, including US-23, shopping centers, restaurants, housing complexes, and Carpenter Elementary School. Together, these factors contribute to the significant amount of vulnerable road users and vehicle traffic observed during the audit. Traffic and incident counts from SEMCOG and the Washtenaw Area Transportation Study identify the Carpenter Corridor, in particular, as one of the busiest and most dangerous thoroughfares in Washtenaw County. Safety concerns identified in the audit primarily revolved around traffic control, limited pedestrian crossings in areas adjacent to Carpenter Elementary School, poorly lit roadways, and sidewalk conditions. The projects for which we are requesting funding are directly informed by the RSA. Similar projects executed in Pittsfield Township in years past have proven to provide positive safety benefits and have helped reduce the occurrence of serious traffic incidents. The requested amount reflects estimates for necessary Township contributions to execute three (3) distinct projects in the RSA study area. The estimates have been provided by the Washtenaw County Road Commission, which maintains jurisdiction over the subject roads. The projects listed below have been endorsed by both the Township and the Road Commission, and have been developed in accordance with the recommendations provided in the RSA: 1. Construct a fully operational traffic signal at Carpenter Road and Central Boulevard ($750,000). 2. Install a mid-block pedestrian crossing on Packard Road between Carpenter Road and Dalton Street ($500,000). 3. Sidewalk enhancements (e.g., widening, general repairs, etc.) on Carpenter Road between Ellsworth Road and Washtenaw Avenue ($500,000). The Township anticipates that each of these projects will have a positive effect on the safety of motorists, pedestrians, cyclists, transit-users, and others traversing the corridors. Installing a mid-block crossing and improving the sidewalk network will additionally enhance the accessibility of the study area, particularly for vulnerable road users.
