- 6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
- Pittsfield Charter Township is requesting $250,000 in funding to support a comprehensive study of the Carpenter Road Corridor. A 2025 Road Safety Audit of Carpenter and Packard Roads, completed by WSP engineering and funded by SEMCOG, identified numerous safety risks to vulnerable road users in the area, and recommended that a full-scale study of the corridor be completed to best address those concerns. The consulting team will be charged with completing an analysis of existing conditions in the corridor, collecting public and stakeholder input on the future of the corridor, and developing recommendations relating to safety, accessibility, and economic vitality. The corridor is home to the Township’s primary commercial district, and experiences some of the highest traffic volumes in Washtenaw County. It has also been identified as one of the most dangerous thoroughfares in Washtenaw County for vulnerable road users and drivers alike– multiple pedestrian fatalities occurred on Carpenter Road in 2025, and of the ten most dangerous intersections in the County, three of them are located in the corridor. The Washtenaw County Road Commission, in partnership with the Township, are currently acting on many of the short-term recommendations provided in the SEMCOG Road Safety Audit to improve safety conditions (such as adjusting pedestrian signal timings and improving roadway markings). A long-term improvement plan that coordinates the interests and constraints of the Township, Road Commission, and transit agencies that service the corridor, however, remains necessary. A corridor improvement study will allow the Township and its partner stakeholders to identify infrastructural improvements that support the safety and useability of Carpenter Road. The study will benefit the drivers, pedestrians, transit-users, and businesses that regularly access the corridor. A long-term plan is necessary to realize the Township’s vision for a multi-modal Carpenter Road that serves not only as a connection point between Pittsfield Township and its surrounding communities, but also as an economic hub in which existing businesses, apartment complexes, and senior living facilities can safely thrive.
