The project will launch an innovative stormwater detention credit program that provides a practical, compliant alternative to waivers to stormwater standards where on-site detention is not feasible. By detaining runoff within the watershed scale, the basin will provide a regional benefit by providing flood control, reducing erosion, and stabilizing flashy flows affecting communities throughout the Clinton River watershed. This spending item provides a clear public benefit by improving regional flood control, protecting infrastructure, and reducing long-term public costs associated with storm damage and emergency response. It also establishes a self-sustaining stormwater management model that enhances regulatory compliance while delivering measurable environmental and public safety benefits, making it an appropriate and responsible use of taxpayer funds.
