6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Funding benefits thousands of Michigan's first responders through earlier detection and improved access to care, while benefiting the State through reduced long-term healthcare costs, stronger workforce readiness, and better visibility into health outcomes. Michigan’s first responders are routinely exposed to environmental and occupational risks, including smoke inhalation, toxic substances, and sustained physical and psychological stress. These exposures are well-documented contributors to increased rates of pulmonary disease, cardiovascular conditions, and other chronic health issues. National data and occupational health studies have consistently shown that first responders experience elevated rates of cancer, heart disease, and other chronic conditions, many of which are linked to cumulative exposure over time. In many cases, these conditions are not identified until they have progressed to more advanced stages—resulting in earlier morbidity, preventable mortality, and long-term impacts on workforce readiness. Earlier detection through appropriate screening has the potential to significantly alter these outcomes. Despite this elevated risk profile, access to preventive screening—particularly advanced imaging such as low-dose chest CT—remains limited. Existing clinical eligibility criteria for CT screening are largely based on narrow risk definitions (e.g., age and smoking history) and do not adequately account for the unique exposure patterns experienced by first responders. As a result, many individuals are not screened until symptoms emerge, at which point disease is often more advanced and more costly to treat. This represents a significant structural gap in Michigan's current healthcare delivery model.
