- 6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
- The Michigan Area Health Education Center (MI-AHEC) was established in 2010 as a statewide health professional workforce program, funded by the U.S. Department of Health Resources & Services Administration (HRSA). MI-AHEC is seeking state appropriations to increase its capacity to recruit, train, and retain students and healthcare professionals committed to providing primary care in Michigan’s rural and underserved communities through community-driven, targeted services and programs through 5 regional centers covering all 83 counties across the state. Specifically, state funding would be distributed primarily among the 5 regional centers to expand existing programs to reach more individuals, reach new areas within the regional center geographic boundaries, and/or to develop and offer new programming to address each regional center’s unique community needs. The program aims to address healthcare workforce shortages by strengthening and increasing the supply, distribution, and quality of healthcare professionals across all 83 counties through its 5 regional centers. Each regional center is hosted by an organization such as a federally qualified health center (FQHC) or an institution of higher education. Each of the 5 regional centers is unique as they are supported by community advisory boards with a local focus and interest in the needs within their geographic boundaries. Members of the local community advisory boards include leaders in healthcare, education, business, workforce development, and government. State funding would focus on: · Interprofessional training providing clinical training opportunities and placements for healthcare students in rural and underserved areas. · Healthcare workforce and retention offering continuing education and workforce development program opportunities and training to existing healthcare professionals to remain working in rural and underserved areas in our state. · The AHEC Scholars Program provides valuable interprofessional learning opportunities for health professional students in rural and underserved communities.
