6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
The purpose of this project is to complete the daylighting of the Sterling Relief Drain by converting the remaining enclosed reach between Van Dyke Avenue and Ryan Road into an open channel system capable of safely conveying and managing stormwater during major rain events. Funding would support the removal of enclosed pipe, channel excavation and grading, incorporation of overbank and in-channel storage, bank stabilization, and restoration of disturbed areas consistent with urban constraints and adjacent land uses. Completing this final phase will increase available conveyance and storage, reduce flood risk, and extend the estimated nutrient, sediment, and runoff reductions already associated with earlier phases of the corridor. As the final link in the Sterling Relief system, this segment allows the project, in total, to function as designed — reducing peak flow velocities, improving channel stability, and enhancing downstream water quality performance before discharge to the Red Run. By tying together previously completed daylighted segments, this project maximizes prior public investment and delivers cumulative flood management and water quality benefits within a fully developed urban setting.
