- Richmond Relief Stormwater Management Summary: This project advances flood management in the Richmond area by addressing system capacity limitations, downstream constraints, and cumulative stormwater impacts that restrict safe release of runoff to the Richmond Columbus Drain and contribute to localized flooding and backwater conditions. Category: Flood management and infrastructure resilience Stormwater conveyance and peak flow management Background: Stormwater management in the Richmond area is constrained by a combination of shallow system depth, limited downstream capacity, and physical choke points, most notably the CN railroad crossing downstream of the City. County review of proposed drainage improvements in the Howard Street area identified significant backwater effects tied to this crossing and raised concerns about the ability of the receiving system to safely convey additional flows. In addition to railroad constraints, multiple storm sewer systems contribute flow to the same downstream reach, including the western Division Road system, which includes large diameter pipes that may already be operating near capacity during design storm events. These cumulative impacts make localized drainage improvements difficult to permit and implement without broader system relief. As development and roadway improvements continue in and around Richmond, incremental increases in runoff further stress a system that has little remaining flexibility. Purpose: The purpose of this project is to reduce flood risk and improve stormwater system performance in the Richmond area by addressing downstream capacity constraints and managing cumulative peak flows before they reach critical choke points. Funding would support evaluation, design, and targeted improvements that increase system resiliency, reduce backwater effects, and allow stormwater to be released at rates that protect both local and downstream properties. By improving overall system capacity and performance, this project will reduce localized flooding, lower the risk of future permit and construction delays tied to hydraulic constraints, and enable roadway and development projects to proceed without creating adverse impacts elsewhere in the watershed. This approach supports public safety, protects existing infrastructure, and positions Richmond for orderly growth while avoiding the export of flood risk to downstream communities. Without this funding, the only viable alternative would be for the respective drainage boards to assess project costs directly to the individual communities. Most communities do not have a dedicated stormwater funding source, meaning these costs would need to be paid from municipal general funds, competing with public safety, road maintenance, and other essential services.
