6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
The purpose of this project is to complete comprehensive inspection, condition assessment, and prioritized rehabilitation of critical stormwater infrastructure serving southeast Macomb County. The work will improve system reliability, reduce flood risk, support proactive capital planning, and strengthen illicit discharge detection and spill response in a highly urbanized corridor with limited redundancy. This area supports a large residential population, major commercial corridors along Gratiot, Greater Mack, and Jefferson, and proximity to Lake St. Clair where failures or discharges can quickly impact water quality, recreation, and local businesses. City staff in Roseville, Eastpointe, and St. Clair Shores are supportive of this work and recognize the importance of protecting aging stormwater infrastructure that underpins neighborhood stability, commercial activity, and long-term economic vitality. Without this funding, this work will not move forward. The magnitude of inspection and rehabilitation needed across southeast Macomb County exceeds available local resources, and without state support, aging infrastructure will continue to deteriorate, increasing the likelihood of failures, flooding, and emergency response costs.
