- 6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
- Habitat for Humanity of Michigan requests $10,000,000 to increase the production of affordable housing in Michigan. This $10,000,000 will support the following. • $7,000,000 for grants of $100,000 to each Habitat Affiliate to support housing development across the state. • $1,000,000 for a revolving fund. The fund will allow affiliates to secure short-term, low-interest loans to sustain housing development. • $100,000 for a matched savings program to assist low-income home buyers save for a down payment. • $900,000 to provide down payment assistance to qualified Habitat homebuyers. • $1,000,000 in administrative costs to implement the above programming and ensuring compliance with the terms of the appropriation. Habitat’s request for $7,000,000 to assist housing development across the state will result in 70 new homes on the market for families earning between 30% and 120% of the median regional income. The $1,000,000 revolving fund will allow Habitat affiliates to start projects while waiting for state or federal funds from MSHDA and the Federal Home Loan Landbank Affordable Housing Program. Habitat’s matched savings program – funded by $100,000 of this ask – provides a 3:1 match for down payment savings, helping 33 families. Finally, the remaining $900,000 will be utilized to provide down payment assistance to families, helping close gaps in increased costs and the buyer’s ability to pay.
