6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
This request seeks state legislative directed spending to support the rehabilitation, restoration, and operational reactivation of Camp Burt Shurly, a 209-acre outdoor education and recreation facility consisting of more than 20 structures. Funding will support critical capital improvements, infrastructure stabilization, safety upgrades, and site security necessary to return the camp to full student and community use. Public Benefit Reinvestment in Camp Burt Shurly will generate substantial public benefit by restoring outdoor education, youth enrichment, and summer programming opportunities for Detroit students. Public benefits include: • Outdoor and environmental education programming • Youth leadership and team-building development • Safe recreational space for students and families • Prevention of vandalism and environmental deterioration • Preservation of a longstanding public educational asset • Seasonal employment and workforce opportunities Once operational, programming will scale from 50 students in Year 1 to 150 students annually by Year 3.
