- 6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
- This funding will support expanded capacity and programming in Detroit, Grand Rapids, and Flint. It will also allow for the launch of additional programs in communities across Michigan, including Kalamazoo, Pontiac, Saginaw, Lansing, and other statewide locations.The purpose of this project is to increase the number of schools and students in S.E. Michigan that have access to Detroit PAL’s OST (Out of School) programming. Over the last 24 years, Detroit PAL has created a comprehensive youth development infrastructure that works with schools, students, parents, and volunteers to provide academic enrichment and athletics programming in an after-school setting. Participants taking advantage of these worthwhile programs are primarily from SEDI (Socially and Economically Disadvantaged Individuals) households and have unique academic challenges. This highly effective OST model utilizes Positive Behavioral Interventions and Supports (PBIS), a framework for supporting schoolwide practices to promote a safe school setting by supporting the social, learning, behavioral, and emotional needs of all student participants with and without individualized education programs. In 2023, there were 62 unique schools in this partnership network that reached over 2,800 students through a variety of youth development programs. In 2024, there were 71 unique schools that reached over 4,500 students. This grant award will allow Detroit PAL to grow its OST footprint to include 100 schools and 7,500+ students over the next 4-5 years. In partnership with the Detroit Police Department and community volunteers, Detroit PAL is helping youth find their greatness through athletic, academic, and leadership development programming. While many of our program participants initially become involved with Detroit PAL through sports, we are more than just sports. Through a robust array of youth enrichment program offerings, we provide supplemental services for youth and their families to help influence student-athletes to be school and life ready. We focus on literacy enrichment, leadership development, academic enrichment, and college readiness, mentoring, workforce development, partnerships, and collaboration. There is great public benefit in strengthening and growing systems that connect our neighborhood schools and their students to robust after-school programming. An investment in Detroit PAL’s OST initiative will help sustain and grow the infrastructure necessary to expose youth to the skills and attributes needed to propel them into higher education or the job market. But there is an existing system that needs infrastructure support so that this unique school connection can be sustained, and it can increase the numbers of schools and students. The investment will reach students in the districts that have the most challenges with academic performance.
