Preserve and scale critical institutional expertise built through prior state and federal investment. Reduce duplication, fragmentation, and trauma gaps between emergency response and long-term recovery. Public Benefit: This is an appropriate use of taxpayer dollars because it strengthens statewide emergency readiness, reduces long-term social and economic costs of uncoordinated crisis response, supports first responders, and ensures victims and families receive timely, compassionate care. By investing proactively, the state: Protects prior public investments in resiliency infrastructure. Reduces strain on hospitals, law enforcement, and local governments. Builds coordinated systems that prevent secondary trauma and long-term public health costs. Ensures no Michigan community faces mass violence recovery alone.
