6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
This funding will: Provide immediate deployment of trained victim advocates to scenes, hospitals, and Family Assistance Centers. Support short- and long-term victim advocacy, case management, and behavioral health coordination. Expand preparedness partnerships with county emergency managers statewide. Preserve and scale critical institutional expertise built through prior state and federal investment. Reduce duplication, fragmentation, and trauma gaps between emergency response and long-term recovery. Public Benefit: This is an appropriate use of taxpayer dollars because it strengthens statewide emergency readiness, reduces long-term social and economic costs of uncoordinated crisis response, supports first responders, and ensures victims and families receive timely, compassionate care. By investing proactively, the state: Protects prior public investments in resiliency infrastructure. Reduces strain on hospitals, law enforcement, and local governments. Builds coordinated systems that prevent secondary trauma and long-term public health costs. Ensures no Michigan community faces mass violence recovery alone.
