- 6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
- The City of Utica has taken significant steps to address the issue of aging water mains within its infrastructure. Most of the water mains that were installed prior to 1950 were successfully replaced during the 1990s and early 2000s. However, concerns have arisen regarding some mains that were installed in the 1950s and later, as they have begun to exhibit signs of potential deterioration. The city conducted a thorough review of previous assessments related to the City’s water distribution system, including the 2021 Risk & Resilience Assessment, the 2020 Water Asset Management Plan, and the 2018 Reliability Study & General Plan. The city cross-referenced this data with findings from the 2024 Distribution System Materials Inventory, which identified locations with known lead or galvanized pipes, as well as areas suspected to contain such materials. Additionally, the City reviewed information on recent water main breaks, which serve as indicators of deteriorating pipe conditions. Since 2023, there have been six significant breaks across various mains, including two on the Deshon/Hahn main, two on the Canal main, one on the MacKay main, and one on the Kemp main, out of a total of eleven breaks citywide during this period. This high concentration of repairs underscores the urgency of addressing these issues, and the city believes that the proposed projects outlined in this letter will effectively meet the community's needs in the near future.
