6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Funding would be used to support the adoption of a hydrothermal carbonization (HTC) project intended to significantly reduce PFAS and eliminate microplastics and other contaminants in the city’s wastewater biosolids. This process reduces volumes by approximately 75% and produces a hydrochar byproduct that can be composted, leveraged as a solid fuel, used in construction materials, or used for carbon sequestration. This project provides a public benefit by addressing the emerging issues of disposing of biosolids in our landfills and or by land applying on Michigan’s farmlands. HTC is a low cost of operation, cost-efficient, long-term solution and solves the affordability concern of increasing biosolids disposal costs as landfills continue to reach capacity and the effects of emerging contaminants make it difficult to land apply. By creating a regional biosolids handling facility that can handle the sludge of many surrounding communities, this grant will benefit not only the communities involved but will benefit all other communities using the local landfills demonstrating new and unique technologies to other parts a of the state. This means less organic waste taking up valuable space in our landfills and reducing future contamination on our farm fields.
