6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
This project proposes the construction of a multi-purpose indoor athletic facility at Worden Park in the City of Royal Oak, serving as the cornerstone of a 33-acre regional wellness campus. The City-owned property extends east to Quickstad Park and south to the Leo Mahany / Harold Meininger Senior Community Center and Fred A. Erb Arboretum, creating a contiguous space for recreation, wellness, and community programming. This layout enables a comprehensive campus vision, connecting indoor and outdoor facilities, green space, and community resources in a unified hub accessible to residents across the region. The proposed indoor facility will have the capacity to support year-round programming for soccer, lacrosse, volleyball, and pickleball, accommodating both recreational and competitive use. By providing reliable, all-season access to athletic space, the project addresses a documented shortage of indoor recreational facilities in Southeast Michigan and expands opportunities for youth and adult participation in structured physical activity. This investment will deliver significant public benefit by improving access to health, wellness, and community programming. The wellness campus will offer inclusive services such as athletic leagues, fitness classes, health screenings, mental health resources, nutritional counseling, and wellness education. These programs are designed to serve residents of all ages and backgrounds, promoting physical health, mental well-being, and social connection. The facility will also provide tangible social and economic benefits, including: • Personal benefits: opportunities for exercise, recreation, and enjoyment of green space • Social benefits: safe spaces for youth and families, fostering community connections and family engagement • Economic benefits: attracting visitors to the region, supporting local businesses, and enhancing property values • Facility-focused benefits: reliable access to high-quality recreation and sports infrastructure for leagues, training, and community events This project represents a responsible and impactful use of taxpayer funds by investing in public infrastructure that serves a broad population and delivers long-term benefits. Its impact extends beyond Royal Oak, serving as a regional resource for Southeast Michigan communities, and aligns with statewide health initiatives such as the Michigan Department of Health and Human Services’ “Healthy Michigan Plan”, which promotes physical activity, obesity prevention, and mental wellness. By integrating existing parks, recreational facilities, and community resources into a single wellness campus, the facility strengthens families, fosters community cohesion, and creates a shared regional asset that benefits residents of all ages and backgrounds.
