- Rochester City Hall / Police Department Building Addition: The City of Rochester is proposing the construction of an approximately 2,500 square foot addition to the existing City Hall and Police Department facility to address space limitations, support police department operations, modernize aging infrastructure, and improve security within the City’s primary public safety facility. The existing building houses both City Hall administrative offices, the Rochester Police Department, and the City Council Chambers, where meetings of the City Council, Planning Commission, Zoning Board of Appeals, and other boards and commissions are held. While the facility has served the community for many years, it was not originally designed to accommodate the police department’s current staffing levels, operational responsibilities, and modern technology requirements. The proposed project will construct a building addition that provides new office space, meeting and conference areas, and supports operational space for the Rochester Police Department. The addition will increase the department’s capacity to conduct internal meetings, training, and coordinate activities that are necessary for modern law enforcement operations. Expanding the facility will allow the department to better support staff, improve operational efficiency, and maintain effective public safety services for residents. In addition to addressing operational space needs, the project will include improvements to aging building systems and infrastructure associated with the facility. Mechanical and electrical systems serving the addition will be integrated with the existing building to improve system reliability and long-term functionality. Existing ground-mounted HVAC equipment will be relocated and reconfigured as part of the project to accommodate the new construction and improve building system performance. The project also includes the relocation of an existing sanitary sewer pump station currently located within the footprint of the proposed addition. Relocating this infrastructure will ensure continued sanitary service to the facility while allowing the expansion to occur safely and efficiently. Improvements associated with the project will also strengthen building security and operational resilience for the public safety facility. Upgraded access control, security systems, and communications infrastructure will support secure operations within the building and protect sensitive law enforcement areas while maintaining appropriate access for municipal services. By expanding operational space, upgrading aging infrastructure, and improving facility security, this project will help ensure that the space, systems, and operational environment necessary to effectively serve and protect the community are provided. The project represents an important investment in the City’s public safety infrastructure and will support reliable municipal services for Rochester residents well into the future.
