- 6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
- The City of Essexville is submitting this application in partnership with Amrize, Inc. for funding through the US DOT MARAD Port Infrastructure Development Program. The request supports the Essexville Terminal Port Safety and Reliability Enhancements project, which will make critical safety improvements to operations along the Lower Saginaw River. The project will fund the design and construction of a new dockwall, dock, and security improvements at Amrize’s Essexville Terminal. The terminal handles an average of 139,000 short tons of cementitious materials each year and qualifies as a small project at a small port under DOT and MARAD guidelines. The terminal is an important part of the supply chain that distributes cementitious materials from the Lafarge Alpena Plant, one of the largest cement producing facilities in North America. The Alpena plant produces approximately 2.7 million tons of cement each year, and more than five percent of those materials move through the Essexville Terminal. The facility serves class III vessels, often called river class vessels, with cargo capacities ranging from 20,000 to 25,000 net tons. To safely and efficiently serve these ships, improvements are needed to the dock and dockwall, which are more than 100 years old. The current infrastructure creates safety concerns for workers, especially when securing ships, and can cause delays and increase the risk of injury, particularly during winter conditions. The deteriorating dockwall also creates the risk of a structural failure as material behind the wall continues to erode into the river. The terminal plays a key role in the regional economy. It currently has storage capacity for 22,000 short tons of cementitious materials, with plans to expand to 33,000 short tons. This capacity supports bulk storage and distribution of construction materials used in infrastructure, commercial, and residential projects across the region. Reliable access to these materials helps stabilize construction markets, reduce transportation costs, and support continued investment in the area. Installing a new dock and dockwall, along with secure fencing around the upgraded infrastructure, will allow workers to operate more safely and efficiently. These improvements will also provide environmental benefits for the river. The total cost of the project is $11,182,225, and the request is for 10 percent of the total project cost.
