6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
City Hall Security and Efficiency Improvement. Clawson City Hall, built in 1963, serves as a central access point for residents, staff, and key stakeholders and is relied upon daily for essential public services. In an era of evolving physical and cybersecurity threats, the 1963 floor plan and security infrastructure are fundamentally inadequate. The lack of controlled access points and modern administrative safeguards leaves sensitive public data and municipal staff vulnerable. This project is required to implement "best practice" security features—including hardened entry points, modernized data server environments, and improved line-of-sight for public-facing counters—to ensure the safety of the workforce and the integrity of the information they manage. This project has not received prior funding and will be utilizing the general fund to support this project. The current plan for this project is to do it in various stages due to the cost of the project. If we receive grant funding, the project will be able to proceed without delays and a phased timeline.
