- 6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
- The funds would be submitted to the City of Birmingham to build a training center for the Birmingham Police Department. Currently, the Birmingham Police Department has no dedicated training center and must either lease space or attempt to schedule training at other city facilities, often resulting in scheduling conflicts. While the police department does have a dedicated shooting range, there is no space for a classroom or other training space. The Michigan Commission on Law Enforcement Standards (MCOLES) requires a significant amount of annual training, which was recently increased. Complying with these standards requires significant planning, which is complicated availability of training space since the department has none available. The Birmingham Police Department considers itself a leader in professional policing, and dedicating space for required training and additional training beyond that requirement will greatly assist the department in maintaining those goals. Additionally, there has been a ton of research in recent years on wellness plans for police officers, acknowledging the profession's stressors. While the department has a wellness plan and provides officers with a wellness application to put resources in their hands, the police department lacks a sufficient fitness facility. Physical fitness not only plays a major role in being an effective police officer it also has been proven to reduce cases of excessive force, and to have a significant impact on reducing stress, and improving one’s overall wellness. A new police training center will allow space for a fitness area to help achieve the goals of our officer wellness program.
