The project scope entails the full replacement of severely deteriorated pavement, curbs, and sidewalks integrated with the total replacement of the 100-year old water main and critical lead service line infrastructure. The City of Berkley is committed to a "dig once" policy, ensuring that every dollar of state and federal funding is leveraged for maximum impact. By synchronizing the replacement of the 100-year-old water main, the remediation of lead service lines, and the full reconstruction of the Harvard Road surface into a single mobilization, the City achieves unparalleled efficiencies in both fiscal expenditure and labor allocation. This project was prioritized through data-driven analysis of the City’s most vulnerable assets, focusing on four key metrics: 1. Public Health and Lead Mitigation: This segment is a high-priority corridor for lead remediation. Current records identify 23 confirmed and 50 presumed lead service lines. Replacing this infrastructure is vital to ensuring MDHHS/EGLE/EPA compliance and eliminating potential exposure for our residents. 2. Infrastructure Fragility: The existing water main has reached the end of its functional lifespan. With 11 major breaks in the last 25 years, the system is in a state of chronic failure. These incidents trigger emergency shut-offs, jeopardizing water quality and system pressure for the entire municipal network. 3. Fiscal Impact: The increasing frequency of breaks creates a mounting financial burden. Emergency repairs necessitate significant overtime labor and material costs, diverting limited municipal funds from proactive maintenance to reactive crisis management. 4. Surface Condition (PASER): Consistent with the subsurface decay, the roadway has reached a critical PASER rating, characterized by severe structural deterioration that poses safety risks to pedestrians and motorists alike. The Harvard Road project is not merely a repair; it is a high-yield infrastructure investment. By funding this integrated scope, the state and federal government are supporting a model of municipal efficiency that prioritizes long-term sustainability over short-term fixes. By securing this funding, the City of Berkley will transition Harvard Road from a liability to a model of sustainable urban infrastructure. The project will guarantee water safety, enhance system reliability through the installation of resilient, high-capacity water mains, and ensure long-term sustainability by synchronizing utility work with road reconstruction, maximizing the “life-cycle” value of every dollar invested.
