6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
As the City of Auburn Hills was developed, a complex system of storm water infrastructure was constructed that collects and conveys the water from rainfall, so properties are protected from flooding. Recognizing the importance of this storm water infrastructure in protecting property from damage, maintaining property values, and maintaining the water quality in the Clinton River, Galloway Creek, and Rouge River, the City developed a Storm Water Management Plan (SWMP) and Storm Water Asset Management Plan (AMP) in 2017. These plans identified needed improvements in the City’s storm water infrastructure in order to improve/restore functionality of the system, as well as preventing stormwater and sewer backups. Due to lack of dedicated funding for storm infrastructure, the city has only been able to complete routine maintenance, emergency repairs, and minor storm system improvements that have been part of other roadway projects. This project will make improvements to two critical storm water infrastructure basins that serve the people and businesses of Auburn Hills as well as the greater region. One regional detention basin is located within the right-of-way on West Entrance Drive. The other regional detention basin is located on the Auburn Hills Municipal Campus, adjacent to the Community Center. Unless the City is able to systematically rehabilitate this aging infrastructure, City residents and business will experience a decreased level of service which has resulted in increased threat of property damage and loss due to flooding, increased frequency of impassible roads during heavy rainfall events, and increased pollutant loading to the Galloway Creek, Clinton River, and Rouge River threatening the region’s wildlife habitat.
