6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Appropriately administering elections is one of the most essential jobs of local government. Due to the large student population at the University of Michigan living within Ann Arbor, it experiences high turnout, large numbers of same-day voter registration, and frequent voter address changes, consistent with the population it serves. It also has a large number of residents who use absentee ballots to vote. Combined, these factors create complicated logistical challenges for the city, and require additional staff and processing capacity. By creating an election center within the city, elections in Ann Arbor will be more secure, transparent, and efficient. Improving the capacity of the city to manage election-related logistics will increase public confidence in election management, and lead to a better experience for both voters and staff.
