6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
Access to high-quality, hands-on medical training is essential for developing competent healthcare professionals. Simulation-based education is a proven and effective methodology for delivering such training. However, many providers and medical learners, especially those in rural or underserved areas, are unable to access advanced simulation-based training. Barriers include a lack of necessary technologies, local teaching expertise and funding. The Covenant HealthCare College of Medicine at Central Michigan University is bringing simulated training directly to learners and care teams, within the communities that they serve. Many of the veterans in the rural areas of Michigan are cared for at Veterans Community-Based Outpatient Clinics. Access to highly impactful training is limited for Michigan’s rural critical access hospitals. Programs across the country have found that simulation-based learning, delivered to the providers at the point of care, is an effective way to increase competence and improve access to office-based exams and procedures and standardize care across the region (1,2). Funding in support of necessary technology and hardware has been received; this request is intended to support the medical personnel who will provide the training.
