- 6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
- These funds would help with the funding of a new Fire Station #3. The current building was built in 1960 and no longer meets the community's needs and is outdated and insufficient for today’s emergency response requirements while also no longer meeting the requirements of any modern fire station design or established standards. A space needs analysis was conducted by a professional architectural firm and confirmed the urgency of replacing the existing station. The current 6,750 square foot facility is inadequate. It is determined that a new station of at least 12,500 square feet is required to support safe, efficient, and compliant operations. Due to the structural and functional limitations of the existing building, renovation is not a feasible option. This station provides critical ALS emergency medical services and serves approximately 46% of Bloomfield Township’s population. It’s continued performance is essential to maintaining emergency response readiness for nearly half of the Township’s residents. Additional photos and space needs analysis can be provided upon request. The estimated cost to construct a new fire station - including land acquisition, infrastructure, and building construction - is approximately $12 million, assuming a 2026 construction start. This $5 million funding request will significantly help the township to fund this project. Some specific issues with the current facility: 1. Lack of restroom facilities - The number and layout of restrooms do not support modern staffing levels or operational needs. 2. Lack of gender-inclusive design - the original station was not designed to accommodate both male and female firefighters, limiting privacy, comfort, and inclusivity for current or future personnel. 3. Inadequate apparatus bays, inadequate apparatus bay height for modern fire equipment - The bays are not tall or deep enough to accommodate modern fire apparatus or reserve apparatus, limiting operational readiness and flexibility. 4. Improper turnout gear storage - The station lacks a dedicated turnout gear storage area. Gear is currently stored in the apparatus bay, where it is exposed to diesel exhaust and UV light. This accelerates deterioration and contributes to hazardous off-gassing and poor indoor air quality. 5. Limited gear maintenance facilities - There is insufficient space and equipment to properly wash and maintain turnout gear, which is essential for removing carcinogens and contaminants following emergency responses. 6. Outdated technology infrastructure - The facility lacks the capacity to support current emergency communications, reporting systems, and training technology. 7. Inefficient HVAC system - The HVAC system was not designed for this facility and must run continuously to control humidity, yet still fails to maintain acceptable indoor air quality. Persistent mold and mildew odors remain despite repeated remediation efforts, indicating systemic issues. 8. Aging infrastructure - Original windows from 1978 remain in place, contributing to energy inefficiency and compounding HVAC challenges. Original plumbing from 1960 has led to significant drain and sewer issues.
