- 6. What is the purpose and how does the legislatively directed spending item provide a public benefit that is an appropriate use of taxpayer money?
- The proposed expansion of agri-business processing facilities in Northern Bay County represents a critical opportunity to strengthen the agricultural economy in the Bay County. However, current wastewater discharge limitations and capacity issues within the existing collection and wastewater treatment facility constrain this growth. The improvements are essential to ensure reliable, efficient, compliant conveyance and treatment of increased flows. The proposed infrastructure upgrades directly address public health protection, environmental stewardship, and long-term regulatory compliance for the Northern Region of Bay County. Without these improvements, continued solids accumulation and hydraulic constraints increase the likelihood of sanitary sewer overflows, emergency repairs, odor issues, and costly service disruptions. In addition to hydraulic increases, the expanded food processing operations will significantly increase organic and solids loading to the regional wastewater treatment plant. Upgrades to biological treatment processes, aeration capacity, solids separation, and sludge handling systems are necessary to maintain treatment efficiency, prevent permit violations, protect receiving waters, and extend the useful life of existing assets. Proactively modernizing the treatment facility will improve operational reliability, energy efficiency, and process resilience, while positioning the plant to accommodate future industrial or population growth within the region. Funding through this request and other federal funding programs will make the project a reality. From an economic development perspective, this project represents a strategic and responsible use of taxpayer funds within Bay County. Expanding production capacity will allow the agri-businesses to increase local agricultural purchasing, create and retain quality manufacturing jobs, and strengthen the region’s food processing supply chain. At the same time, improving the regional wastewater treatment plant ensures that public infrastructure keeps pace with private investment, preventing growth from being limited by capacity constraints. By leveraging LDSI Appropriations funding to enhance infrastructure reliability and treatment performance, the State of Michigan will support sustainable job creation, expand the regional tax base, reduce long-term public costs, and enhance the long-term competitiveness and environmental sustainability of Bay County.
